PRINCIPAL

William A. Shook

Bill Shook has focused his practice on procurement policy legislation and other government contract legal matters since graduating law school in 1985.  Prior to the formation of The Law Offices of William A. Shook PLLC, Bill had spent his entire career with the K&L Gates law firm (previously Preston Gates), where he became a partner in 1994.

Bill is the co-author of the law school case book Government Contract Law published by Carolina Academic Press and was an adjunct professor of government contract law at Washington & Lee University School of Law between 2002 and 2007 and at the University of Baltimore Law School in 2008.  Bill teaches several courses for Federal Publications Seminars, operated by West, including “Government Contract Law,” “Selling Commercial Items To The Federal Government,” “General Services Administration Multiple Award Schedule Contracting,” and “Task Order Contracting.”  Bill is also a regular presenter of webinars on current government contracting topics.

Bill has served as outside counsel to The Commercial Product Acquisition Team (COMPACT), a high-tech trade association, which focused early attention on the need for statutory and regulatory reform regarding the manner in which the government buys commercial products and services.  He continues to represent a number of companies focused on selling commercial products and services to federal agencies.

Prior to joining K&L Gates, Bill was a congressional investigator for the Subcommittee on Oversight and Investigations of the Interstate and Foreign Commerce Committee (now Energy and Commerce) of the U.S. House of Representatives and for the Subcommittee on Limitations of Delegated and Contracted Authority of the U.S. Senate Judiciary Committee.  Bill currently works with companies in their dealings with congressional investigations and agency oversight of contracting activities including debarment and suspension activities and competition requirements.

Bill works with clients at each phase of the government contracting process - from proposal formation through contract award and performance issues to contract termination and claims.  His practice is based on the philosophy that an early understanding of government contract issues and potential problems can avoid costly litigation and remediation efforts.  When necessary and appropriate, Bill litigates for clients in the U.S. Court of Federal Claims, the Government Accountability Office, and the Office of Hearings and Appeals of the Small Business Administration on bid protest matters and other claims against the government.

Bill works and lives in both Washington, D.C., and Seattle, Washington.
